ELOP stands for Expanded Learning Opportunities Program. This program was initiated by the California Department of Education.
“Expanded learning” means before school, after school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences.

At the board meeting on Monday, April 28 the Martinez Unified Board of Education voted to approve the contract with Champions for the 2025-26 Expanded Learning Opportunities Program (ELOP). We want to remind families that we remain in partnership with Right at School through July 2025 and there will not be a pause or gap in services for all those currently participating in the ELO-Program.
Registration or the 2025-26 School Year:
For current MUSD Students:
Priority registration: Kicked off on Monday May 12. Champions will contact eligible families directly via email, phone call and text messages to start the process. Please check your email for more information from representatives from Champions. Priority registration is reserved for those who meet the criteria of an unduplicated student. Per California Education Code 42238.02, an unduplicated student is a student enrolled in a school district who is either classified as; English learner, Meet income or categorical eligibility for free or reduced meals under the National School Lunch Program and/or Foster youth.
General Registration: Will kick off Wednesday, June 4 at 12:00 pm. Directions on how to register will be sent via ParentSquare. Complete the Champions Enrollment Agreement Form that was sent out via ParentSquare on 6/2. Copies are also available in Main Office of each elementary school. You may also access it by clicking here. This form will be submitted directly to Champions, please do not turn in to any MUSD Staff. General registration is for all interested parties who do not meet the criteria of an unduplicated student. Space is limited for general registration, enrollment will be first come, first served.
For incoming/new students:
New students for the 2025-26 school year must wait to be active in our system. The sytem rolls to the new school year in Mid-July. You will receive information via email at that time. Please rest assured that we reserve space to ensure that new students who meet the priority status requirements have an opportunity to register.
Martinez Unified School District has been proud to provide an Extended Learning Opportunity Program (ELOP or ELO-Program) since January 2023. Since its inception, MUSD has covered 100% of the cost for all enrolled students. However, due to budgetary constraints and after much consideration, MUSD will not be able to cover 100% of the cost for all students enrolled in the program beginning in the 2025-26 school year. Please know this change has nothing to do with Champions. Please see the eligibility criteria and pricing information below.
Eligibility Categories: Students enrolled in the program must be Martinez Unified students in grades TK-6. Students will be classified into the following two categories:
Category A: Unduplicated pupils: MUSD will cover 100% of the cost for students in Category A. Per the California Department of Education, pupils who are identified as unduplicated students cannot be charged a fee. Unduplicated students receive priority registration. Per California Education Code 42238.02, an unduplicated student is a student enrolled in a school district who is either classified as;
Category B: Non- unduplicated pupils: Per the California Department of Education, pupils not identified as an unduplicated student may be charged a fee. If an LEA charges a fee, it must be done so on a sliding scale that adjusts the fee based on family income and ability to pay. EC Section 8482.6.
The charts below outline the household and income levels, the price per student per day, the total number of school days in each month, and a schedule of when payments will be due for the following month for both the after school program and the intersession dates (non-school days). Only students enrolled in the after school program are eligible for the intersession dates. Once enrolled and in July, families in this category will be contacted to set up an account in MySchoolBucks and submit a Federal Tax return showing AGI (Annual Gross Income) and their most recent W-2 to verify eligibility for the qualifying fee. Families may pay for the full year in advance or pay monthly. Refunds will not be issued due to a need to manage and maintain appropriate staffing levels.

MUSD after-school Expanded Learning Opportunities Program (ELO-P) with Right at School
Martinez Unified School District is pleased to announce expanded learning opportunities as an option for all MUSD students in Transitional Kindergarten (TK) through 6th grade. This extended day program is a partnership between Martinez Unified and Right at School.
“Expanded learning” means after-school, summer, or intersession learning that focuses on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences.
Each of our four elementary schools and Martinez Junior High will be hosting this extended school program that will run until 6:00 p.m. each day.
Right At School will provide the staffing and a daily program focused on homework support, enrichment, social-emotional wellness, and more!
Important: Some families are eligible, based on state guidelines, to have their student attend entirely free of cost and receive priority status. Families will be notified directly if they are eligible for this status.
